Peel the potatoes and grate them on a coarse grater. Rinse with cold water to remove excess starch. Finely chop the onion and green onions. Slice the tomato thinly.
In a large mixing bowl, combine the grated potatoes, chopped onion, a beaten egg, salt, pepper, and a dash of Herbs de Provence. Mix well until all ingredients are evenly incorporated. Add the flour to the mixture and stir until it forms a thick batter-like consistency.
Heat vegetable oil in a frying pan over medium heat. Spoon the potato mixture into the hot oil, shaping them into pancakes. Fry until the bottoms are golden brown, then flip them over.
